This is one of 48 (hence the number) buckets sponsored by companies aiding the restoration of Quarry Bank Mill. The wheel is fully-working and powers machinery inside the mill. A sign inside indicates all the sponsors of the restoration including "Factory Communication Ltd." (sic).
